罗虎生，1952年出生，原籍四川，政工师。1968年插队成了知青，后当过工人，是业余篮球运动员，曾代表石家庄市参加过第四、五和第六届省运会，参加过全国青年篮球赛。
从1976年开始在石家庄地区体委工作，1984年到河北体院篮球专修班进修，1986年毕业后开始搞竞赛训练工作，两年后调入省体委宣教处，负责宣传工作。1989年任省体委直属机关团委书记，1992年4月任河北男女足球队领队兼党支部书记，现任河北一山足球队领队。
罗领爱好广泛，擅长体育摄影，围棋水平也相当不错，是业余二段。
在一山队即将冲甲之际，罗领最想对球迷们说的是，一山征程还很远，希望大伙对球队多支持多理解，共同培养自己的主队。
